There is public discussion nowadays as to the issue of whether a public official must maitain the highest ethical and moral standards to be an effective leader. Some hold the opinion that a public official must hold the the highest ethical and moral standards, but others have negative attitude. As far as I am concerned, I think this statement refers to two relevant aspects of one thing. There is no absolute connection between them.
To begin with, there are numerous reasons to support my point of view, and I would explore a few of the most important ones here. In terms of the substantive level, a public official has either a good or a bad public image. In a sense, a public official who has good image in people`s mind tends to get the support of people. On the contrary, a public official who has bad image in people`s mind is apt to elicit the aversion of people, which may influence the effectiveness of the document he/she offer.
But the crucial point of this argument is the relationship between the effectiveness of a leader and whether he/she must keep the highest ethical and moral standards. A public, I think, is an effective leader when and only when he/she has so high enough ethical and moral standards that his/her effectiveness of leading is not hindered by objective factors, especially the ethical and moral-related factors. As a leader, he/she has to consider whole bodies of things, and the conception of effectiveness is an eclectic one, and a public official had better reach a balance at which he/she is not only an effective leader, but also a high ethical and moral citizen. The arbitrary words "must and highest" seem to be irrational and to be demanding for everyone no matter what position he/she hold.
Furthermore, a public official varies from vicarious president of a small fiscal corporation to an influential political chairman of a developed power. Undoubtedly, As far as the effectiveness concerned, maintaining high ethical and moral standards is as of utmost importance for a political leader as a public president of a small firm is not. In another word, to be an effective leader, a political leader is obligatorily entrusted more ethical and moral element, part of which because his/her responsibilities and influence are more dominant in maintaining high ethical moral standards in entire society.As for a trade corporation, however, keeping the highest ethical and moral standards is usually not considered as the touchstone of choosing an effective CEO.
To conclude, there is, I think, no causal relationship between the highest ethical and moral standards one hold and one would be an efficient leader to some extent. However, as a citizen, he/she had better, at least, keep certain ethical
and moral standards, which is a must of living in a society that has certain necesary ethical and moral standards.
