As a double-edged sword for the whole society, scientific research and development is a subject of continuing controversy. Government, representing the most common interests of community, takes an inportant part in guiding scientific research and development. Should governmen place few restrictions on it? In my opinion, to make science and technology benefi all aspects of society, government need not only advocate the scientfic and technological development, but also control the developing and utilizing of technological innovations.
